| just my WAG, I would base access on acres he can potentially irrigate.
If possible to irrigate 70 acres x whatever dollar amount he decides. for me it would be at least $15 an acre per year so $1050 access plus useage rate.
Is this a county gravel road?
Or is this a field road that the boundary of two different farms happens to be in the middle of the road?

eta #2 reading the water right laws below it might be a good idea to consult legal advise on this especially since these questions have been posted on the internet
