What kind of cow manure? i'd start to get worried about PH. CEC being as low as it is leads me to believe you'll have a hard time building the soil test especially K being as soluble as it is. I'm not very heavy on the cover crop train but i'd maybe try and get some clover and radish in the rotation to send some roots down and create some more macropores. Ripping and tillage strategically can help with water infiltration but too often can destroy a lot of pores in the soil that would normally allow faster infiltration. This will probably be hard to do with sugar beats in the rotation as from what i understand they're a tillage intensive crop but it could be worth trying. You're doing basically everything else right already.

I wouldn't put a lot of stock into building sulfur like some have mentioned, like the potassium it'll leach in the sand. But applying elemental sulfur in the fall will allow it to be available the following spring as it breaks down and can help lower PH.
