Simbase got back with me and their reply was
Your SIM cards use exclusively our US infrastructure and always break out to the internet in Virginia, if you use the simbase APN that is provisioned to your SIMs.
I'd be interested to see the IP address that your modem is using. To see it, you could join your phone to the br1mini hotspot (generally the password is also br1mini) and then open an internet browser and go to https://whatismyip.com and see what it says for "My IPv4". Then make sure you tell your phone to forget that wifi network, so that it doesn't stay on there and run up your bill. :)
