If you want to get facts about the first time filibuster rules were first by passed you have to go back to 1842 when the House of Representatives changed rules to limit debate, thus eliminating the possibility of a filibuster
Also filibuster rules have been bypassed to pass budget reconciliation, which just occurred with the big beautiful bill.
