Where is 2,000 gallon storage tank? At the well I take it? Is it full most of the time?
So the solar pump fills the storage tank and then gravity feeds to the tire tanks?
Would guess that the flat portion between 1 and 2 is causing trouble. Maybe put a hydrant or air vent somewhere along the way, if you can find a high spot, even better.
