I'm no super farmer.............but if I was playing with house money, or yours (haha)..... And we're talking following sub 50 bpa Milo.........personally I'd no-till plant it twice. With 30 lbs of actual P via 11-52-0 on each pass (for a total of 60 lbs). Then I'd go ahead and either pump another 40 lbs of liquid N on through the sprinkler or spray it on if that's your preference. Get the extra N on this fall. Then, probably most importantly...........don't let that wheat go into dormancy with less than 4' of sub moisture.
Now if all of this sounds unaffordable due to watering or fertilizer costs..............then welcome to the world of wheat farming. It stinks right now...........and I'm not partaking much in it myself this season. But for late planted irrigated wheat, where you've got control of the yield limiting factors.........I don't think I'm too far off base for setting you up for good wheat next spring. Anything less will give you something not worthy when it breaks dormancy.
Also...........if you have a lot more residue than the 50 bpa stuff I mentioned.........then either disking. or even more N over the top would probably be required. Putting it through the pivot is WAY better than using a sprayer over the top. That N needs put to work like right now. A month ago it had time to work its way into the roots. Mid October.........not so much.
