Trying to make any real amount of heat from a 12V system isn't really feasible, and the risk you run from a bubbler is that you supercool the water so that if your bubbler quits running you have a solid block of ice.
I would be more inclined to set up an overflow system so your trough can run slow and steady combined with a really good lid.
