The game is to put your data center somewhere that electricity is cheap/available and some use water for cooling and tax incentives don’t hurt.

The electrical grid uses a bunch of 70 year old rules on how to charge ratepayers for upgrades to the grid so private equity is trying to figure out how to get the local homeowner to pay for the required electrical upgrades to bring these large electrical demands to places where taxes and electricity are offered at preferential rates.  So encourage good policies there wherever you can, standing in the way of development seems bad and good policy to fairly allocate out costs may need updating.
