I would start with flow testing the hydraulics at the couplers it should easily have 15-20 gpm at any one coupler. They had an update years ago to the oil level that uses a dipstick vs the sight gauge on reservoir to help with the steering lock issues. Those tractors use the steering and hydraulic pumps in tandem to get the higher flow with a priority or combination valve. It does sound like air is getting sucked past a hose, o-ring or seals. There is a strainer on the suction pipe in the tank that could have junk built up over the years or the o-rings inside the implement valve stack that will bypass oil internally causing low flow at couplers. Not sure what kind of air seeder you have but if it is a Deere I would also take case drain line off fan motor and see how much flow you have bypassing from motor wear.
