Subject: Harvestmore grain head adjustment

Hi, I have a new to me 30ft harvestmore flex header and I’m cutting beans. I can’t get it to cut shorter than 3 inches.
When the head is raised, are the stopper bolt at back of each flex pivot should touch the frame? I see marks like they touched in the past but they have like 3/4" space now.
Looks like the flex could go lower but not sure how to do it.
Those heads are supposed to have good flex but right now I can barely get the outside hedge to touch the ground when I put a 2" block under the middle of the cutter bar.

I’m coming from an old NH flex header and the final cutting job is not even close to the old NH
