Southeast Colorado | Section 8 is Federal money. The rental manager says they all come up with the necessary documents to qualify, and no one looks that close at them. Kind of like these daries around here paying into social security numbers for their employees, where the money just goes into the abyss.
EDIT: And by the way, our govt hasn't been actively deporting them......until just recently. I'd bet quite a few of the illegals are suddenly a little more concerned than they used to be.
