Northern Nebraska | No the care is legal under the Emergency Medical Treatment and Active Labor Act . As far as I can tell they are just making sure there is a line item for something that will come out of the general fund anyway.
Emergency care can't be denied even is someone is a foreigner. So even if it was say someone legally here but has no American health insurance the hospital can send that bill to the feds. This has been law since 1986.
Now the republicans should overturn that law if they want to keep any foreigner from leaving the feds with the bill. Not just taking it off the budget line.
