The usda inspectors for beef and pork plants are considered essential works. The law was signed during the Obama administration. It was signed very very quietly one night. No one new that usda meat inspectors were not considered essential workers.

President Obama signed the Food Safety Modernization Act (FSMA) on January 4, 2011, which mandated that meat and poultry plants cannot operate without federal inspection oversight, effectively codifying the essential nature of these inspectors into law. While FSMA was the key legislation, earlier efforts under the Obama administration, including an act to avoid sequestration, also provided flexibility to prevent the furloughing of essential food inspectors.
