It doesn’t for those that already bought in at land values that have been inflated by govt subsidies and artificially cheap interest rates. 

What it does is it opens the door for future generations to possibly get into farming.      Currently, govt subsidies and artificially low interest rates are a direct cause of inflated land values/rents which are an entry barrier to anyone that wants to start farming that doesn’t have an existing operation backing them.
