Let's think about this a little bit. In a rational world developing markets for our products has been the approach we've taken. Markets have been opened up for our products, however since we are dealing with world-wide grown commodities (well sort of since SA is our biggest competitor) those markets we developed are now open to competing sellers. This means the Walmart approach, buyer goes to the lowest price seller in most cases.

Now we have an administration that is really good at pissing off other countries in various manners so you can take the old playbook of building relationships with buyers and toss that out the window. Some of these countries aren't buying from us unless they are desperately needing what we are selling. Kinda why we are hooked on what some call Chinese junk/trinkets - its the only source for many products. We did this to ourselves in the 80's through 90's in a wholesale manner. American business couldn't ship of manufacturing to China fast enough.

Building markets for your products is all about relationships whether it's selling our specialty crops here directly to stores or wooing buyers on the world stage for commodity crops. We are not in that environment so it is back to direct payments to farmers for short term support. You are not building relationships in this scenario.
