Does anyone have a date when this will take effect?

Offhand, I believe this mapping update is not relevant unless your GPS receiver has updated software for this update. For instance, CASE's Vector Pro has been using NAD_83(2011)(Fixed EPOCH:2020.0), so it is still using NAD83.

I believe GPS satellites will remain the same. When I do an OPUS evaluation to determine RTK base station location,

OPUS: Online Positioning User Service
https://geodesy.noaa.gov/OPUS/

About: https://geodesy.noaa.gov/OPUS/about.jsp

I use a RINEX file, which is "RINEX, or Receiver Independent Exchange, is an industry-standard ASCII file format for storing and exchanging raw Global Navigation Satellite System (GNSS) data" I recorded, and this OPUS evaluation currently gives my base's location in

REF FRAME: NAD_83(2011)(EPOCH:2010.0000) or ITRF2014 (EPOCH:2022.1554)

Using either reference frame above (NADA or ITRF), I can covert into another reference frame, or convert to a future date in time. A RTK's base coordinates need to be updated in time, due to tectonic plate movement.

Hence, unless your GPS receiver has been updated, nothing has changed. Unless GPS satellites are affected, which I can't say at this time. They only give location info...not related to mapping details.
