Cheaper , safer and legal is to use a vapor transfer pump.
Connect both tanks with a liquid transfer line and use a vapor pump to transfer vapor from the top of the tank your filling to the nurse tank. The pressure difference will quickly fill the tank without the waste and danger of venting propane vapor.
