Not placed together is often by design to distribute high amp circuits amongst low amp circuits to keep fuse panel cool. Placing high amp circuits close to one another makes the panel run hotter and decreases reliability. Most eletrical system designers will limit amps in groups of fuses for this reason. The same thing is done with electrical connectors for improving reliability.
