Missouri | the tee should be between the tank check valve and the compressor head when the governor is not up to speed it should release the air in the compressor discharge line for easer compressor starting and to save the bearings if running to slow for lubrication . if air contuses to come out after a short time the check valve is bad . the 90 has a Schrader valve in it ,the governor rod contacts it at rest pushing on the Schrader to release air there should be no air coming out when running , the 90 is adjustable screw it in to just release air when stopped ,the governor rod should move back when running letting the Schrader close . there is no oil in the housing you can start it and watch with a light after removing the 90 the Schrader's do go bad they a regular tire short ones
