It’s the centrifugal unloader mechanism.
Should be serviceable.
BUT….. it may be working perfectly and the problem is a check valve between compressor head and tank. Most have the check valve and some sort of unloader that bleeds off pressure once the compressor stops.
Check if it leaks when compressor is running. If not, the problem is elsewhere.
