My kids liked ABC Mouse - a paid learning site that you could download lots of different learning games from - everything was completely kid safe at the time we had it.

After the ABC Mouse expired (I think we got a 1 year subxcription) we checked out ABC Ya which is along the same lines, but free. You may have to watch an ad or two when you download it (again at the time - this was 8-10 years ago) but the games themselves were ad-free. These were much simpler games than ABC Mouse but were still educational. The games didn't have the 'polish' that the ABC Mouse ones did, but were much the same thing otherwise.

The games were kind of silly games geared to yound kids, but in both cases were meant to educate while being fun. Silly things like feeding a cartoon chicken by sloving simple math problems, and she lays eggs based on how many they get right (and then they hatch and the chicken and little chicks do a silly little dance at the end).
