E ND | Really depend what the surface is like. If you apply dust suppression to 4" of loose gravel you'll probably have problems. Works best if it's applied while graded and pretty solid with only some fines on top so it will permeate that thin layer and make a crust.
Too loose and it just attracts moisture and makes it soft and sticky. Maybe if you keep after it and blade/roll after applying a dry product it would firm up. | |
