West Central Illinois | This doesn't answer the fencing part of this equation. But for the government the "easy" button here would be add some flexibility to CRP acres to be able to be grazed on a limited basis, at no payment penalty to the landowner and allow it to be done on an annual agreement between FSA, landowner and grazer rather than having to be on the 10 yr CRP contract. Right now a Beginning Farmer (first 10 yrs) can graze CRP annually if they are on the contract at 1% share or greater and pay no penalty. Non-emergency grazing can be done after you're not a beginning farmer anymore but it is 25% payment deduction on the CRP which amounts to pretty high pasture rent for ground that can't be grazed until Aug. 1 so the grasses are pretty mature by then. | |
