That is true unless you bring the bison back or make the ranchers actually pay the going rate for pasture so they migrate back to higher quality land. When CRP took a lot of land out of production in the Great Plains it decimated and made ghost towns out many small towns. That is why I said in tongue and cheek in my other post to take the highly productive land out of production.
