That is another alternative - pay for these health inspections from general revenue. However a for-profit business, such as animal trucking or sale barns, should be making enough money to pay $370/yr annual livestock trucking for example.

If we follow the societal  benefits approach than maybe highway maintenance and construction should come out of general revenue rather than gas tax since everyone benefits from better roads? That's certainly an option.
