| Only problem with that reasoning is that the feds cut some funding for some of these programs, but it should come out of the general fund because all of society benefits with a logical inspection program.

Legislature may not be able to override rules, but they can appropriate money out of the general fund to make up for the shortfall of federal funds (I believe our general fund has a surplus currently)
