Something is waaaay wrong there, it should be rectified. However, how has this not been seen till now? This should have been seen long ago, and is to the point of negligence if not addressed by the farmers a lot sooner.
The billing of tons should tell a tale. Start naming names if things are as they seem. If the applicator has been fired, someone knows something.
