Hmm.....how did they bill you for the N? The tons applied is what you should gave been billed for. If they billed you for 200 lbs an acre of N but did not weigh tanks than you need to make up a bill for way more than what you think they incorrectly charged you for and send it to the co op. When they don't pay you file a lien against them and threaten to report theft. Problem will be solved with a check immediately.
