A low pH shouldn't kill the corn, just reduce the yield. If it's pure sand then guessing it's just too dry. But where you spread the road ditch dirt I'm wondering if they had been spraying the ditches every year with a chemical mix that includes tordon. Tordon lasts a long time in soil and can kill a lot of species of plants.
