Nitrogen is very mobile in the plant. If a plant starts to run short of N, nitrogen would be cannibalized from the bottom leaves and moved to upper leaves in the plant. So, nitrogen deficiency will show up first in the bottom leaves.
Your comment that you have been dry since Memorial Day says a lot..... that's what is causing the tops to turn brown.
