It is always a % of speed increase,,so the faster the more MPH off.I would not be concerned here,,,BUT,,,speaking of 3 MPH over,,Son was in Germany in July.Just got a ticket in the mail,,3mph(5kph)over.30euro fine so about 40$,,I guess he was not on the autobahn,,Maybe Borsch will explain,,so if you drive to the restrictive EU you will be fine..
