First off the flashing is lapped the wrong way. Cheapest option is replacing damaged flashing so it doesn’t get caught in the tears and lap it the proper direction.
Edit the flashing is lapped for a rubber tire but for a walker it should be lapped the other way in my opinion. Also try not to put the screws where the walker will hit them.
