You're asking a lot for a conservative budget. Not sure it can be done. A new powersweep from Springland would be over $5k plus labor.
If you have a big centrifugal fan now it's pretty tough to reverse air flow.
There are sweeps you can buy with a "walker" on the end. We have some they are Sudenga.
Regarding dust simplest is to wear a mask.
