I have not tried this - but been told toilet paper rolls fit well around the bolt heads to block the paint off. Another idea is remove the bolts (maybe leave 2-3 to hold it in place and mask those remaining ones).
Also I painted my wheels last year and I sanded everything with 400 grit. I did not paint my cast centers though, so no help there.
