The antenna can radiate that power in a sphere, which would cover the most volume. But would limit the signal to the least distance. Sometimes averaging 500 feet in all directions but many things affect that more or less.
Or the signal can be sent out in a pinpoint ray, which can carry for several miles. But only a very small area is able to see the signal along that line. Just a few feet in any other direction won’t see a signal at all.
Most routers generically send out kind of a doughnut shape, trying to cover a wider but not as tall a space. They might reach 1000 feet through a window more or less. But could struggle to reach a third story in a house.
Or any patterns in between to cover the area you want. Like a trapezoid shape to one side or the other.
The goal is to use the power you are allowed to reach the targets you want to reach; one very far away, or many around you, or many to the north or south of you….
Now they have mesh setups, that use more or less repeater antennas to relay across a bigger area.
Depends what you need and what you want to spend.
