I suggest that allelopathy is the biggest problem you have when trying to overseed an existing pasture or hay crop. Growing plants often suppress the growth of potential competition.
If you were to spray out the existing fescue you would have a more successful new crop. https://en.wikipedia.org/wiki/Allelopathy
