IF you use the phosphotoxin, a full bin takes less than a partially full bin.
The corn takes up air space that the gas has to fill otherwise.
It is cool enough here it may not work or will work slowly.
Phosphene gas is heavier than air, so just throw it in the top and it will settle.
I think the directions recommend covering the fan so it does not escape.
I generally just throw some in and don't worry about covering anything.
If you move it into one bin, put some of the diatomaceous earth in as you move it.
That is safer and provides protection until the corn is fed or processed.
