The gauge wheel press that Shoup sells takes a lot of the wobble out. Not sure if it would fit the gauge wheels you are working on. The other thing I do is go around with a dead blow hammer (4#) and beat on edge of tire. May not be a problem since you say these go on easy but sure helps to full seat a regular planter wheel.
