I just had the very same thing here in NY with Spectrum. They marked out for poles along the road where there has never been any poles before, one was going to be right in a driveway to a field and all would have been a pain to work around since I work almost to the edge of the pavement, no ditch, and normally park trucks on the edge of the road when harvesting. No one ever contacted me or the town for that matter. I took out there stakes twice and then finally saw them in person remarking the location. I talked to the crew and said no way would I let them put the poles where they wanted but, would work with them if I had to. The crew boss said they could bury the line but it would cost them more and most farmers didn't want them buried because of the tile lines. I said there were no tiles where they were going and he then had there engineer call me a couple times and then we agreed to bury it. I was happy with them this time.

A few years ago was a different story Spectrum did put poles along a 1/4 mile of road front for a single line. Again no contact and when I confronted them they gave me the song and dance that they couldn't find out who owned the property. I then asked if he hunted and he said he did. So I then asked if he had one of those hunter land apps on his phone that show all the landowners and there lot lines, he did and then changed his tune. I couldn't stop them because they were in the road ROW but they did use 40' poles and put the line 25' off the ground and assured that any additional lines would only be hung above the first line. I am surprised that the town let them do this in the first place since the poles are only about 3' off the pavement and make it hard for the snowplow to wing back the snow. Next door on the neighbors farm they did put one pole in front of there main driveway and another in the corner of another driveway making it about impossible to back a semi truck in to load hay.
