Get the right springs from the manufacturer. Too much spring is as bad as not enough spring. Several things play into overhead door springs: diameter of wire, number of coils, space between coils when winding, number of turns, etc. They're not difficult to install and wind, but you have to be paying attention. Read (completely) and understand the installation instructions, and install according to them and everything will turn out fine, and the door will operate smoothly for many years. The door's manual has all this info.
Yes they can be dangerous, but so can extension springs.
I've installed countless numbers of them in a former work career. As with almost every repair, if you are absolutely not comfortable around them, hire a pro.

edit: If one is 18" and one is 19", it sounds to me like the are the same length, but someone tightened them wrong. I don't have them in my hand to verify, it just sounds like it.
