I don't have enough experience with bitches to confirm or deny the sisters not working out, but this seems to me to be a case for re homing to a more suitable home if the current owner is not capable of handling them. It's not like a pit, boxer etc. that has bit on it's own, or over food where you wouldn't want to take the same chances.
