They can if they want because all it does is hurt them and their wealth. Wealth doesn’t come from acquisition of currency. Wealth is good and services. Selling goods isn’t the final step in wealth creation. That’s mercantilism.

There is a lower bound on tariffs of zero. If tariffs were such a creator of wealth and protector of domestic business, they should just be raised as high as practical.
