Ethanol to the coasts are similar in price to gasoline futures once freight is added in. The mandate is also why SRE's get so much attention when they come up.
You're comparing RBOB price to Ethanol price. Ethanol is CHEAP octane that is blended with RBOB to make RBOB salable. RBOB by itself can not be sold through a gas pump.
That is where a lot of the price spread on that gas pump comparison comes from, Octane from cheap ethanol or octane from much more expensive options.
