S Illinois
What has your precipitation amount been since last October? Would be an anecdotal evidence of why timing is more important than amount.

Via the precip app we have had the following
Oct: 0.04
Nov: 3.54
Dec: 5.12
Jan: 2.4
Feb: 3.82 total moisture
Mar: 3.83
April: 10.83
May: 4.74
June: 7.08
July: 6.37
Aug: 0.35

So 48" of precipitation and corn on the light spots has begun to die prematurely. Timing is more important than amount and even subsoil amount.
