In my thinking, it depends on how shallow the water is and the lay of the land. Shallow water table and land drains to the well, I am not sure that 25' is enough. Deep well that is on top of a hill, I wouldn't be concerned with application at 25' or maybe even 10'.

Soil composition is a bug factor also. Sand-more than 25', clay-25' is plenty.
This all assumes the well is cased and sealed at the top and not a 3'+ diameter hand dug well with blocks for casing.
