Whenever they want to.

We had run low on farm gas one time, couple auger tractors, one skid steer, mowers, etc. that use it. I was in town with a 125 gal tank in pickup, so I figured I'd bring some home. Started filling, pump shut off at $100 I believe. Second fill, same thing. But I noticed the second fill I got less gallons, I looked and the price had gone up! The price for the first fill was what they had posted before I started, so it didn't change during my fill, it was probably changed and the pump updated when it stopped. Was a Casey's, so maybe was even done in Ankeny.
