I am not the final authority on anything except my own opinion. My understanding is unless otherwise stated in your bylaws the new members take office upon being declared the winners of the election, not being seated or sworn in. So unless so stated in bylaws the old members had no authority to vote on anything. I am not a lawyer nor do I play one on TV.
