From all the maintenance and upgrade work that goes on they are definitely expanding locally. I’m not a beet grower but I know that’s a large portion of the local welding supply’s business. Contractors rent almost all of their equipment for the summer then return it and go home.
Politics with quotas/allotments are why they buy/close plants.
