If cost isn't a big factor, go to menards and get daptex latex expanding foam, and track down some foam cooler shipping boxes, wrap each dish in a plastic bag, and foam it in place with 1/2" of foam between the dishes, you can use packing styrofoam for filler but use the daptex so nothing can move. And put each bag to the outside so the foam will come off in layers, and won't need a jackhammer to get the plates out.
