40 years ago I remember a test by CSU where they applied 6" of water at different times. This was flood irrigated. Then they compared notes. Best yields in Milo came from pre water, followed next by boot stage. Made sense to me. Get that crop started off good so it can build a root system. That's what works best in a short water environment.
